ADA Paratransit Services
CATA's ADA Paratransit service provides shared, door-to-door transportation for individuals whose disability prevents them from using CATA's fixed-route bus service. Available throughout Gloucester, Rockport, Essex, and Ipswich, the service offers accessible transportation for medical appointments, shopping, work, community activities, and other essential trips. Service is available to eligible riders who complete the ADA certification process.
**If you are ineligible for ADA Paratransit services, you may still be eligible for our other door-to-door services like Dial-A-Ride and other community programs if you live in Gloucester, Rockport, Ipswich, Essex, Hamilton, or Manchester-by-the-Sea
How to Use These Services
ADA Paratransit
Complete the ADA eligibility process.
Submit an ADA application to determine eligibility. Some applicants may be asked to participate in a functional assessment.

Reserve your ride.
Once approved, trips may be scheduled up to one month in advance by calling 978-283-7916 no later than 5:00 PM the day before travel.
​
Be ready for pickup.
Most trips have a 30-minute pickup window. For example, a 10:00 AM pickup means your vehicle may arrive between 9:45 AM and 10:15 AM. Please be ready at the beginning of your pickup window. Drivers will wait up to five minutes after arriving.
For pickups from work or other locations where you cannot leave early, your pickup window begins at your scheduled release time. If you finish work at 5:00 PM, your pickup window will typically be 5:00 PM to 5:30 PM.

Manage your reservation.
If your plans change, please cancel at least 60 minutes before your scheduled pickup to avoid a no-show.
Ride responsibly.
Riders may bring up to three bags and one small personal cart that can be managed in one trip and stored safely without blocking aisles.

ADA Paratransit Services
ADA Paratransit is available to individuals whose disability prevents them from independently using CATA's fixed-route bus service, in accordance with the Americans with Disabilities Act (ADA).

To apply, complete the Massachusetts ADA Paratransit Application. A licensed physician, healthcare provider, or rehabilitation professional familiar with your disability must complete the professional verification portion of the application. Some applicants may also be asked to participate in a functional assessment.

ADA Eligibility Decision Appeals
If an applicant is informed that they are conditionally eligible (eligible for ADA Paratransit only under certain circumstances) or not eligible, the specific reasons for this determination will be stated in the determination letter. The applicant will also be informed of the process available for appealing the decision. Applicants must provide notice that they wish to exercise their right to an appeal hearing within 60 days of the decision denying or limiting eligibility. Applicants can provide notice in writing or verbally if providing written notice would create a barrier to the appeals process.

An in-person hearing will be scheduled to allow the applicant to present information. An applicant may waive the in-person hearing and proceed on the basis of a written presentation. Applicants may speak on their own behalf and/or have others represent them during the appeals proceeding.
Appeals will be determined by a professional who specializes in the applicant's primary disability and who was not involved in the initial eligibility determination. As appropriate, CATA may utilize the Administrator, a Physician, an Orientation and Mobility (O&M) Specialist, a Psychiatrist, or a Physiatrist or Physical Therapist to assess the information submitted and make an appeal determination.
Applicants will receive written notification of the appeal decision within 30 days of the hearing or receipt of the written presentation. The written notification will include the reason for the decision. If a decision has not been made within the 30-day period, transportation will be provided until, and unless, a decision denying the appeal is issued.
Other Information
Reasonable Modification Policy
CATA will make reasonable modifications to policies and procedures to ensure that individuals with disabilities have equal access to all of its services. Individuals requesting modifications shall describe what they need in order to use the service. Individuals requesting modifications are not required to use the term “reasonable modification” when making a request.
CATA will accommodate requests provided that:

The fundamental nature of the service, program, or activity is not altered, or
-
It does not cause a direct threat to the health or safety of others, or
-
It does not result in an undue financial and administrative burden, or
-
The requestor would not be able to fully use the service provided by CATA without the modification.
Whenever feasible, requests for modifications shall be made an determined in advance, before CATA is expected to provide the modified service, for example, during the paratransit eligibility process or through customer service inquiries at 978-283-7916. Where a request for modification cannot practicably be made and determined in advance, operating personnel shall make a determination of whether the modification should be provided at the time of the request.
Eligibility for Out-of-Area Visitors
Visitors to the CATA area who wish to use our Paratransit service should call for information concerning eligibility. The number is 978-283-7916.
The Americans with Disabilities Act (ADA) allows you to travel as a visitor for 21 days in a 12-month period. Please provide a copy of your ADA Paratransit Certificate of Eligibility from your home transit agency, along with your contact information while in the area.

Missed Trips & Denials
ADA Missed Trip
A missed trip is one that is not booked or performed due to a scheduling or other human error made by staff.

A trip denial is a trip that cannot be provided within one hour of the requested pickup time.

Any person who believes that they or someone else has been discriminated against based on a disability, may file an Americans with Disabilities Act complaint with the Cape Ann Transportation Authority (CATA), 3 Pond Road, Gloucester, MA 01930 Attn: Jennifer LaFlam, Transit Program & Compliance Manager. The complainant may also file complaints with the Federal Transit Administration if so desired. Unless needed to accommodate a disability, verbal and non-written complaints received by CATA shall be resolved informally by CATA’s Operating Manager, Jeff Howard.
CATA’s Operating Manager, Jeff Howard will maintain a log of all verbal and nonwritten complaints received. The log will include the following information:

Complaints should be filed within 180 days of the alleged act of discrimination.
When a written complaint is received it will be immediately date stamped and reviewed. Within five (5) business days, CATA will confirm receipt of the complaint and inform the Complainant of the process. CATA staff will begin working to validate the complaint during this period as well.
Within thirty (30) days, should the complaint be found to be valid, CATA will investigate the allegation to determine whether there is reason to believe that a failure to comply with the Americans with Disabilities Act occurred. In addition, CATA will provide a written recommendation for action. At this time CATA will notify the Complainant in writing of the final decision reached, including the proposed resolution of the matter. This notification will also advise the Complainant of their right to file a formal complaint with the Federal Transit Administration at the following address:

How much does ADA Paratransit cost?
ADA Paratransit is currently fare free through December 31, 2027. Future fares are subject to change.

Is ADA Paratransit or Dial-A-Ride right for me?
Dial-A-Ride serves adults 60 and older as well as eligible adults with disabilities.
ADA Paratransit is specifically for individuals whose disability prevents them from using CATA's fixed-route bus service.
Some riders with disabilities may qualify for both programs. If you're unsure which service is right for you, call 978-283-7916 and we'll be happy to help determine the best option.
What if I'm ready before my scheduled return time?
Because rides are scheduled in advance and shared with other passengers, return trips generally cannot be moved earlier. If your appointment ends sooner than expected, contact dispatch and CATA will do its best to accommodate you.
Are the vehicles wheelchair accessible?
Yes. All CATA vehicles, including all vans and buses, are wheelchair accessible
Can someone ride with me?
Personal Care Attendants (PCAs), companions, and service animals may travel with eligible riders. Please let dispatch know when making your reservation.
